EU AI Act Article 27: fundamental rights impact assessment for AI agents

Article 27 requires some deployers of high-risk systems, notably public bodies and private entities providing public services, plus deployers of certain credit and insurance systems, to perform a fundamental rights impact assessment before first use. It describes processes, affected groups, frequency of use, risks of harm, human oversight measures and remedies.

Assessments drift from reality

A document written before launch says how the agent will be used. After launch, run records tell you how it actually is: volumes, tools, categories of decisions.

Use records to update it

Compare the assessment to the ledger periodically. Where usage moved, revise the assessment and note why.

Gaps to state honestly

The assessment is a judgment about people. The ledger only supplies the operational facts underneath it.

How Vetro helps

Vetro writes every model call, tool call and policy decision to a hash-chained, ed25519-signed ledger that anyone can verify with the public key. Vetro Attest verifies a ledger or OTLP GenAI trace for free and, for 49 USD, issues a counter-signed report mapping the evidence to the EU AI Act, including an explicit list of what the log cannot show. This is technical evidence, not legal advice.
