EU AI Act Article 4: AI literacy and the evidence you can keep

Article 4 applies to providers and deployers of AI systems, not only to high-risk ones. They must take measures to ensure, to their best extent, a sufficient level of AI literacy among the staff and other people operating AI systems on their behalf, taking into account their knowledge, experience and the context of use.

What it asks for

The text is a duty of means, not a certificate. Regulators will look for a proportionate programme: who operates the agent, what they were taught, and whether the training matches the way the system is really used.

Evidence that helps

Training records and role descriptions live outside the agent. What a runtime ledger adds is proof of who or what acted: which runs a human approved, which policy decisions blocked an action, which operators reviewed overrides. That shows literacy in practice, not only on paper.

Gaps to state honestly

A ledger cannot show that a person understood anything. Keep the training records separately and reference them from your compliance file.

How Vetro helps

Vetro writes every model call, tool call and policy decision to a hash-chained, ed25519-signed ledger that anyone can verify with the public key. Vetro Attest verifies a ledger or OTLP GenAI trace for free and, for 29 USD, issues a counter-signed report mapping the evidence to the EU AI Act, including an explicit list of what the log cannot show. This is technical evidence, not legal advice.
